Dr. Khairy Fathi El Bosseily is the first legal adviser in the media city of Qatar. He prepares, drafts and reviews regulations, executive decisions, contracts and agreements for the media city, follows up on issues and investigations related to work within the media city and registered authority, and prepares legal working papers for the board of directors and executive management.

During his work in the State of Qatar, Dr. Khairy oversaw the establishment of the Qatar Small and Medium Enterprises Development Authority and its affiliates. He was a participating member of the task team formed to establish a free trade area, a transport and storage area, Al-Furjan market projects, food security projects, free zone projects and logistics zone projects in Qatar. He contributed to the task force for the restructuring of the Supreme Council for Economic Affairs and Investment and the preparation and review of the Council's regulations. He represented the Ministry of Trade and Industry in the Legislative Instruments Review Committee of the General Secretariat of the Council of Ministers and contributed to the preparation and drafting of proposals on a number of laws on the business and investment environment, including but not limited to: Commercial Companies Act, Commercial Registry Act, Business Law, Government-Private Partnership Act, National Product Competitiveness Support Act, Consumer Protection Act, Competition Protection Act and Non-Qatari Capital Investment Act in Economic Activity. He also oversaw the establishment of the Legal Office of the Minister of Economy and Trade in 2008, as well as the translation of the Arabic and English text of the WTO Agreements and the Qatar Accession Protocol, which was published in the Official Gazette of the State of Qatar on December 13, 2008. Dr. Khairy holds a bachelor's degree in law in 1997, a master's degree in public law in 2000 and a doctorate in international law and organizations in 2005 from Ain Shams University in the Arab Republic of Egypt.
